STUDI EVALUASI PROGRAM PENDAMPINGAN PADA ANAK KONFLIK HUKUM MELALUI KETERAMPILAN PENGOLAHAN LIMBAH PLASTIK DI RUTAN KELAS I KEBON WARU

Abstrak:

Pelaksanaan progam pendampingan pada anak konflik hukum melalui keterampilan pengolahan limbah plastik dirasa tepat dilakukan dalam mengenali pribadi anak dan sebagai pengganti pembelajaran yang tidak didapatkan selama masa tahanan dimana program pendampingan ini diselenggarakan oleh LSM Kalyanamandira di Rumah Tahanan Kelas I Kebon Waru Bandung. Penelitian ini dengan tujuan untuk mendeskripsikan hasil evaluasi sumber pendukung, evalusi pelaksanaan, dan evaluasi hasil dari pelaksanaan. Dari tujuan tersebut peneliti merumuskan beberapa pertanyaan penelitian yaitu: 1) Bagaimana evaluasi penyediaan sumber pendukung?, 2) Bagaimana evaluasi pelaksanaan program?, 3) Bagaimana evaluasi hasil program? Landasan konseptual teoritis yang digunakan dalam penelitian ini adalah konsep program, konsep evaluasi program, konsep pendampingan, konsep anak konflik hukum, konsep keterampilan, konsep taksonomi bloom, dan konsep PLS. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif penguatan prosentase. Pengumpulan data dilakukan dengan teknik observasi, wawancara, tes, skala sikap, dokumentasi, kepustakaan dan triangulasi. Evaluasi yang dilakuan mengacu pada The Logic Model. Sedangkan teknik analisis data dengan mendeskripsikan data, reduksi data dan penarikan kesimpulan. Sumber data dalam penelitian ini sebanyak 25 orang, yang terdiri dari 3 orang informan kunci, yaitu: koordinator program pendampingan, fasilitator, dan praktisi dari LAHA (lembaga advokasi hak anak) dan 22 orang warga belajar. Berdasarkan analisis data disimpulkan: 1) evaluasi penyediaan sumber pendukung mulai dari sarana prasarana yang cukup menunjang seperti penyediaan area belajar, penyediaan fasilitas belajar dan penyediaan media belajar. Fasilitator tetap maupun fasilitator relawan berperan sama dalam pelaksanaan program pendampingan tanpa harus memiliki kompetensi khusus. Lingkungan sosial dan lingkungan alam yang cukup mendukung pelaksanaan serta dana yang berasal dari donatur dan swadaya dengan perolehan skor 2 untuk penyediaan sumber pendukung artinya penyediaan sumber pendukung cukup berhasil/cukup baik. 2) evaluasi pelaksanaan program pendampingan mulai dari evaluasi persiapan yaitu tujuan pelaksanaan, waktu plelaksanaan dan tahapan pelaksanaan. Evaluasi aktivitas selama pelaksanaan mulai dari metode yang digunakan, materi yang diberikan serta media belajar yang digunakan. Evaluasi partisipasi dilihat dari jumlah peserta yang ikut terlibat, ketertarikan terhadap pelaksanaan program dan penerimaan warga belajar terhadap pelaksanaan program dengan perolehan skor 3 untuk pelaksanaan yang artinya pelaksanaan program berhasil/baik. 3) evaluasi hasil pelaksanaan dilihat dari pengetahuan, sikap dan keterampilan warga belajar, dimana perolehan skornya yaitu 4 yang artinya sangat berhasil/sangat baik. Implementation of mentoring programs for children of conflict of laws through plastic waste processing skills deemed appropriate in recognizing the child's personal and not as a substitute for learning acquired during the detention period in which the mentoring program organized by NGO Kalyanamandira at the Detention Class I Kebun Waru Bandung . This study with the aim to describe the results of the evaluation of the source of support, evaluation implementation, and evaluation of the results of the implementation . From these objectives we propose several research questions : 1 ) How to evaluate the provision of support ?, 2 ) How to evaluate the implementation of the program ?, 3 ) How to evaluate the results of the program ? Theoretical conceptual basis used in this study is the concept of the program, the concept of program evaluation , the concept of mentoring, child concept conflict of laws, the concept of skills, concepts bloom taxonomys, and the concept of PLS. The method used is descriptive method with qualitative approaches reinforcement percentage. Data was collected through observation, interviews, tests, attitude scales, documentation, literature and triangulation. The evaluation was done referring to the Logic Model. While data analysis techniques to describe data, data reduction and conclusion. Sources of data in this study of 25 people, consisting of three key informants, namely : mentoring program coordinators, facilitators, and practitioners from LAHA ( child rights advocacy organization ) and 22 learners. Based on data analysis concluded : 1 ) evaluation of the provision of support ranging from infrastructure support such as the provision of sufficient learning area, providing learning facilities and the provision of learning media. Volunteer facilitators and trainers remain the same role in the implementation of mentoring programs without having to have special competence. The social environment and the natural environment are sufficient to support the implementation and funds from donors and independently with the acquisition of a score of 2 for the provision of support means providing support resources fairly successful / good enough. 2 ) evaluation of the implementation of mentoring programs ranging from the preparation that is the purpose of the evaluation, and implementation phases plelaksanaan time. Evaluation of activity during the execution start of the method used, the material provided as well as learning media used. Evaluation of participation seen from the number of participants involved, interest in program implementation and acceptance of the learners towards the implementation of acquisition program with a score of 3 for the implementation of the program , which means successful / good. 3 ) evaluation of the results of the implementation of the views of the knowledge , attitude and skills of the learners, where the acquisition of the score is 4, which means a very successful / very good.
